The U.S. Settles Accounts with Belarus

In his address to US Congress, George W. Bush ordered to freeze the accounts of Belarus President Aleksandr Lukashenka, KGB chairman Stepan Sukhorenko, Security Council Secretary Viktor Sheiman, Minister of Internal Affairs Vladimir Naumov, Minister of Justice Viktor Golovanov, Prosecutor General Petr Miklashevich, Central Electoral Commission Head Lidia Ermoshina, President’s Administration Head Gennady Nevyglas, Speaker of Lower House of Parliament Vladimir Konoplev, Head of state-owned TV and radio company Aleksandr Zimovsky, and Deputy Head of President’s Administration Natalya Petkevich.

Nominal black list of top Belarus officials was accompanied by George Bush’s caption: “There is no place in a Europe whole and free for a regime of this kind.” However, the list is not complete yet. US Secretary of State Condoleezza Rice is charged with enlarging the list.

The White House named the vote fraud during the last presidential election in Belarus in March 2006 as the main reason for the sanctions. Aleksandr Lukashenka won presidency for the third time running with as much as 83 percent of votes. The U.S. also dislikes Lukashenka’s regime for repressing the protesters after the election results were announced, amd the on-going persecution of opposition members in Belarus.

So, the U.S. set a course for the gradual stiffening of sanctions against Lukashenka’s regime. The possibility of such measures became known long before Belarus presidential election in March. Shortly before the election, Bush informed the Congress on personal incomes of Lukashenka and other Belarus leaders. Belarussian Ministry of Foreign Affairs called this information “black PR on the eve of election.”

George Bush signed a decree on May 12, which is the first punitive measure imposed by Washington. The decree bans top Belarus officials from entry to the U.S., as a punishment for electoral fraud, breach of human rights, and corruption. The sanctions concerned even the officials’ family members and businessmen “who have business relations with Belarus government.”

The U.S. adopts practically similar measures against Lukashenka to those of the EU. In early April 2006, Brussels declared Lukashenka and 30 top officials of Belarus personae non grata in EU countries. On May 18, the EU ordered to freeze their accounts in European banks. According to this order, accounts of Lukashenka, heads of Internal Affairs Ministry and KGB, Prosecutor General, Speaker of Lower House of Parliament, and Presidential Administration officialsof over 30 peoplewill be frozen.

Thus, Belarus is now under the double blow from the Westthe U.S. and the EU. This only strengthens the effect of the pressure on Lukashenka’s regime.

“Take it all”

US Ambassador to Belarus George Krol has recently promised that “if the decision to freeze Belarus officials’ accounts is adopted, then active search for these accounts will begin.” So, “Lukashenka’s money” in the U.S. is being looked for since yesterday.

However, Minsk does not worry, or, at any rate, does not show it. Head of Legislation and Legal Issues Committee of the Lower House of Parliament Aleksandr Arkhipov yesterday assured that US president’s order to freeze the accounts of Belarus top officials will have no consequences. He said that according to the law on state service, Belarus officials are not allowed to have accounts in foreign banks. “So,” summed up Arkhipov, “all these statements are unfounded, and demonstrate the position only of some politicians, and nothing more.”

Lukashenka himself responded to the West’s accusations of him even earlier. “There can be no secrets in our world. Especially, those that are ascribed to me, that I have allegedly stolen billions of dollars. These are lies and fibs. I’m telling my minister: ‘Urgently prepare the report on my income, on my behalf, and write a postscript “take all my money that are in Switzerland or elsewhere.” Because it is all under the CIA’s control, they know everything. So let them take it all.”

Lukashenka probably has reasons to stay calm. Yet, these reasons do not include his confidence that Americans or Europeans will not find his accounts. Apparently, the American blow against Lukashenka’s regime is aimed not only at Belarus.

Probing warm-up

Bush’s order to stiffen sanctions against Belarus was announced three days before the Collective Security Treaty Organization summit in Minsk. The summit will discuss issues of coordinating the CSTO’s external policy. It is expected that the CSTO will be transformed into an international multi-functional universal structure, and collective forces for emergency response will be created.

The summit’s intense agenda means that Moscow is trying to enhance the role and significance of the CSTO, and in a very specific direction. CSTO Secretary General Nikolai Bordyuzha yesterday said that “CSTO officials are concerned about the creation of NATO military infrastructure around Russia and Belarus.”

Moscow, apparently, regards the CSTO summit as an important step in the preparation for the G8 summit in St. Petersburg in July, to which it attaches great importance. The success of the CSTO summit in Minsk would allow Russia to speak not only for itself, but also on the behalf of a “serious regional structure.”

US decision on sanctions against Belarus seriously undermines the image of that very structure, making at least one of its members look like a rogue state and a choker of democracy.

On the eve of the G8, Russia and the U.S. exchanged lunges on Georgian direction as well. Last week, Russian President Vladimir Putin met with Georgian President Mikhail Saakashvili. Although the meeting did not solve any of acute problems in Russia-Georgia relations, it allowed Moscow to announce that it does everything to settle differences with Georgia and does not need mediators.

Yet, immediately after that, Bush notably made an appointment with Mikhail Saakashvili for July 5 in Washington. Speaker of Georgian Parliament Nino Burdjanadze was straightforward yesterday: “Georgian president will use his meeting with George Bush to set before him the real picture of Russia-Georgia relations and arrangement of conflicts. This meeting is also important due to passing before the G8 summit, where situation in Georgia may be discussed.”

Finally, there is another curious coincidence. Bush announced anti-Belarus sanctions en route to Vienna which hosts US-EU summit this week. The summit will primarily discuss Iran nuclear crisis and situation in Belarus.

Thus, the upcoming summit in Vienna may become Washington’s response to the recent SCO summit in Shanghai, on the eve of the G8 summit in St. Petersburg.

It is easier to hang onto the money you have than to make more of it. When individuals or families find their bank accounts short the first response is often to look for ways to make more money. The better alternative, however is to save the money that comes in and spend wisely what does need to go out for basic expense.

The following are a few ideas for saving money:

Home Owners Insurance

Homeowners insurance is an essential component of responsible home ownership. It protects you from losses sustained in fire, storm, theft, and other events specifically outlined in any policy. As with any expense it is wise to shop for top value at minimum price.

To understand the coverage so that a consumer can compare like items it is helpful to understand the terminology used in writing insurance policies for homeowners. There are five basic components to homeowners insurance; Personal Property, Dwelling, Medical Coverage, Liability, Loss of Use.

Personal Property pays for household items such as furniture, appliances, and clothing are damaged, destroyed or stolen from your home.

Dwelling insurance covers the structures themselves. This usually covers the house and any other buildings such as a detached garage or storage buildings on the property.

Medical coverage pays the medical bills for individuals injured on your property. Since a dog is considered property of the owner, the homeowner is also covered should their dog bite someone, even if the bite occurs at another location.

Liability pays out when you are found liable for a personal injury or someone else’s property is damage. For example, if a dead tree in your yard falls on a neighbor’s house and you are deemed negligent because you didn’t remove the tree your policy covers that.

Loss of use often pays up to 20% of the insured value of a home while your home is uninhabitable during repairs.
Be sure when you contact the insurance companies that you are clear about what they do and do not cover and the amounts they cover. Inquire about deductibles and any special provisions such as exclusion of types of damage endemic to a particular area such as earthquakes in the California Bay Area, or hail and wind damage on the Gulf Coast.

Before you shop for coverage, determine the highest deductible you can afford. The deductible is the amount of money you will have to pay before the insurance company kicks in and pays the rest. Investigate the company’s financial rating, which is an indicator of its ability to pay your claims, and its complaint index, which indicates its willingness to pay your justified claims in a timely manner. You can get this information from your state’s Department of Insurance Carriers. The insurance is no bargain if it does not provide the coverage you need or folds financially at a critical moment.

The key to savings here is to examine the policy carefully, know what you need and how much you can afford to pay in deductibles.

Renters Need To Protect Investments

Most people might not think of furniture, appliances, and household goods as an investment, after all, most of them depreciate over time. While it is true that these items do depreciate, what would it cost to replace these items, especially all at once?

Renters have an interest in securing financial protection from loss of their household goods due to fire, flood, or theft. For a small fee an insurance company, often the same one that insures your vehicle, can provide coverage for your household contents as well.

Speak with several insurance agents and find out what kind of coverage their company offers, how much it cost, what the deductible is, and if the payments are for replacement cost or value.

Though it may cost a bit more, replacement value covers the expense of replacing the items with new ones comparable on today’s market. Some policies only pay for the current value of an item, on top of which you must pay the deductible. In that case, there may be no payout at all.

Get the best coverage you can afford with a reputable and stable company that has good reviews on file with the state board of insurance. You owe it to yourself to ensure the value of long term investments like bedroom suits, leather furniture, and appliances designed to service a family for years.

Your Paycheck

Most people find that each paycheck with a raise disappears as quickly as the paycheck they received before the pay or cost of living raise. It is peculiar that no matter how much money one makes it all seems to get spent. To counter that trend several contemporary authors have advised implementation of various savings plans.

One way to put money aside it to never acknowledge a ay raise. When your paycheck increases, bank the difference between the usual amount and the increase. With the next raise after that, bank at least half of that as well. You don’t miss what you never had, so this is a fairly painless way to save money.

What about that tax refund? Spend it? Save it? Well of course it makes sense to put that cash aside for emergencies or to go toward saving for a long term purchase goal. It is easy to think that you ‘just have to’ buy something with that money when you know it is coming, but if your have it direct deposited to your savings account you will never see it, and hopefully not be tempted to spend it.

Another paycheck bonus is that fifth week in the month where you get an extra paycheck. If you are paid weekly or bi-weekly, that extra check should be set aside in savings. Your monthly rent does not increase with that fifth week, and your car, phone and utility payments are monthly too so there is no reason to expend that money on anything other than long term savings goals. Even making an extra payment on the house note is a good use of the money. Or pay off the credit card bill with the highest interest rate, then close that account.

Home Purchase

Be a smart investor, before buying a home be sure it will appreciate in value by evaluating the neighborhood the home is in, and the quality of workmanship on the home itself. In addition, savings can be built into the mortgage or added on as they become feasible.

Of course you negotiate the best possible purchase price on a home, but the haggling doesn’t end there. Now get online or on the phone with mortgage lenders. Shop for the lowest possible interest rate. You can often get a better deal on interest by paying down the principal with a bigger down payment. If you can put down 20% and have good credit, the terms should be good. If you can put down even more money, sometimes the mortgage company will allow you to pay down the points on the loan or give you a lower interest rate.

If you don’t have that much money in savings you might be able to borrow a small amount from family at a lower interest rate than the mortgage company can offer. In that case taking out a small loan in this way will be of benefit over the long run as the interest rate on the 80% financing will pay off handsomely in savings.

Another option for saving money on a home is to get the loan for 15 years rather then the traditional 30-year mortgage. That saves the interest that would have been paid on the balance for half the life of the loan, yet increases the monthly payment by only a couple hundred dollars.

What if you don’t have that much in savings, your credit has a few blemishes, or you can’t afford the higher payment that goes with a15, rather than a 30-year mortgage? You can still save a bundle on your house by paying the monthly note in two installments. Pay twice a month, once on the first, then again on the 15th. Make each payment half of what the monthly payment totals. If you do this over time, you will save on the amount of interest you would have paid on that portion of the payment that came in early.

It is also worthwhile to make at least one or two extra house payments each year. With the money saved by not buying impulse or unnecessary items, a decent amount of money can collect for payment toward the extra house payment.

This truth should be evident, it is easier to save the money you have than to make more of it. So save what you can and spend wisely what you must.

Hammock retailers offer hundreds of different hammocks, but all
of them can be divided into three groups according to material:
fabric, rope and string hammocks. Each material has its pros and
cons.

Fabric hammocks can be quilted, or made of cotton or mesh. A
well-made fabric hammock is durable and doesn’t require much
maintenance. Fabric hammocks are comfortable, and cotton fabric
offers the most comfort. Unlike rope hammocks, there will be no
prints on your body. Fabric hammocks are also very good for
young children - their little fingers and toes won’t get caught
in the holes. On the downside, fabric doesn’t provide much
ventilation. So if you lie in a fabric hammock on a hot day, you
might get a bit sticky. On the other hand, fabric is an ideal
choice for cooler climates.

A rope hammock is the first thing most people think of, when
picturing a hammock. Rope hammocks offer the most traditional
look. They are usually made from cotton or polyester rope. They
are very durable, don’t require much maintenance and cost less
than other types. A big advantage of a rope hammock is that it
“breathes”, letting you get the most benefit from breezes on a
hot day. Rope hammocks are reasonably comfortable, but the rope
might leave impressions on your skin. Hammocks with smaller
spaces between the ropes are more comfortable.

The last type is string hammocks, which are also called Mayan
hammocks. String hammocks are hand woven, and most of them come
from Mexico, Guatemala, Nicaragua or El Salvador. They are
reminiscent of tightly woven webs made of fine cotton, in a
weave that might take more than a mile of string. String
hammocks are the most decorative - they come in exotic, tropical
colors, to create a relaxing holiday atmosphere.

Mayan hammocks are extremely comfortable and provide good
ventilation, but don’t leave any prints on your skin. They are
also very light-weight, so string hammocks can be used for
camping or taken to the beach. There is one disadvantage though
- it is easy to damage a string hammock. Any sharp object can
easily cut the string, so they are not as durable as rope or
fabric hammocks.

One more thing you should know is that rope and fabric hammocks
can have spreader bars at the ends or be stave-less (traditional
hammock without bars). You might think that spreader bars add
comfort, but in fact it is the other way around - hammocks
without the bars are more comfortable, because they wrap around
your body better. If for appearance reasons you prefer hammocks
with spreader bars, go for hammocks with 3 hanging points
instead of just 2 - these have much less chance of tipping over.

How much a good hammock would cost?

You might be surprised to find out that a good hammock might not
cost much at all. Rope hammocks are usually the cheapest, but
you can also find a very good Mayan or fabric hammock for under
a hundred dollars. That is of course if you already have
suitable trees. If not, you will also a need hammock stand. In
this case, you would be better off buying a package (hammock and
a stand together). You can get a good-looking, safe and
comfortable package for 200-250 dollars, even though some
decorative wooden stands cost as much as 500.

The best way to shop for hammocks is to look at online stores
that sell discounted hammocks.

Don’t book the first flight you see!

When I go to cocktail parties I’m almost always asked travel related questions when people find out I’m a travel writer. One of the most common questions is about how best to compare flights on the internet. Sure, to some people this seems very basic, but many people aren’t as tech-savvy as you and I are, so they don’t know where to turn.

The best advice I have is for people to use one of the better search engines on the web. You can use Expedia or Travelocity, but those sites actually charge a service fee of about $5 per ticket most of the time, and that is money thrown away. If you use Kayak, SideStep, or Priceline you’ll be able to find the same flights so you can compare one to the other side by side. And those sites I just mentioned don’t charge extra fees, so your final ticket price will be less in almost every case.

Even when you use one of the better travel sites I recommend comparing at least one other to make sure you are getting the best deal possible. I use Kayak first and then I compare to Priceline and then I’m set. You don’t want to compare Kayak to SideStep because they are co-owned and will give identical results, so use Priceline.

Get Out Of The Communication Stone Age: Give Leadership Talks

160 years ago, the newly invented electric telegraph carried the first news message. The message zipped 40 miles in a flash over wires from Baltimore to Washington, D.C.

The public was dazzled — except Henry David Thoreau. He wrote: “We are in great haste to construct a magnetic telegraph from Maine to Texas; but Maine and Texas, it may be, have nothing important to communicate.”

Today, we live in a Golden Age of communication. We have the Internet. We have faxes. We have e-mails. We have streaming video. We have on-line audio. We have RSS feeds. We have logs and blogs.

Yet today Thoreau is as right as rain. When it comes to really getting our messages across, we’re stuck in the Stone Age.

Here’s why. The vast majority of business leaders I’ve encountered are repeatedly making a huge mistake in communication, a mistake that’s screwing up their jobs and careers. They’re stuck giving presentations and speeches. They’re NOT giving Leadership Talks!

What’s a Leadership Talk? Look at it this way: There’s a hierarchy of verbal persuasion when it comes to business leadership. The lowest levels are speeches and presentations. They communicate information. The highest, most effective way of communicating is the Leadership Talk. The Leadership Talk does more than simply send information. It has the leader establish a deep, human, emotional connection with the audience. That’s where leaders communicate for the best results.

Here are a few examples of leadership talks. When Churchill said, “We will fight on the beaches … ” That was a leadership talk. When Kennedy said, “Ask not what your country can do for you … ” that was a leadership talk. When Reagan said, “Mr. Gorbachev, tear down this wall!” That was a leadership talk.

You can come up with a lot of examples too. Go back to those moments when the words of a leader inspired people to take ardent action, and you’ve probably put your finger on an authentic leadership talk.

Mind you, I’m not just talking about great leaders of history. I’m also talking about all leaders everywhere no matter what their function or rank. After all, leaders speak 15 to 20 times a day: everything from formal speeches to informal chats. When those interactions are leadership talks, not just speeches or presentations, the effectiveness of those leaders is dramatically increased.

That’s where business leaders communicate for the best results. You can order people to go from point A to point B. But the best way to get great results is to have people want to go from A to B. Instilling “want to” in others, motivating them … isn’t that what great leadership is all about?

Don’t get me wrong. The Leadership Talk is not some kind of “feel-good” way of relating. It took me 20 years to figure out how to give Leadership Talks and write two books about it. There are specific processes one must manifest in order to give Leadership Talks. Usually it takes me two full days to teach people how to do it. Once they learn it, they can use it throughout the rest of their careers. The Leadership Talk is relatively easy to learn and it takes years to master. The point is that through it, you can take specific, concrete steps to motivate people to take action that gets great results.

For instance, before leaders can develop and deliver a Leadership Talk, they must first answer “yes” to three simple questions: “Do you know what the audience needs? Can you transfer your deep believe to others so they believe as strongly as you do about the challenges you face? And can you have that audience take ardent action that gets results?” If leaders “no” to any one of those questions, he/she can’t give a Leadership Talk.

160 years ago the dots and dashes that chattered down the wires from Baltimore to Washington spelled out that the Whigs had nominated Henry Clay to run for the presidency.

Back then, Thoreau might have said nothing important was communicated; but today if you want to lead for great results, take Thoreau to heart. Communicate what truly IS important. Don’t give presentations and speeches. Give Leadership Talks. Forge those deep, human, emotional connections with your audiences. Get them motivated to take ardent action for great results.

IRS Crushes Credit Counseling Groups Claiming Non-Profit Status

For the last five years, the IRS has been taking a much closer look at businesses claiming to be non-profit organizations. Given the reduction of tax loopholes over the years, the agency has taken note of the fact that many high-end tax strategies now involve some kind of charitable organization. In performing the analysis, the IRS has found no worse a collection of abusive businesses than the credit counseling industry.

Beginning in 2004, the IRS audited 63 credit counseling groups claiming non-profit status. These “charitable organizations” receive over fifty percent of all the revenues in the credit counseling industry, to wit, we are talking a major audit initiative. Well, guess what the IRS found?

To date, the IRS has completed 41 of the audits. Of these 41 audits, every single credit counseling business has had their non-profit status revoked, proposed for revocation or outright termination. Yes, every single entity has bitten the dust! Can anyone think of a bigger scam?

In crushing these bad apples, the IRS found a couple of amazing things. The primary reason for revocation was the groups provided insufficient public benefit. They offered little or no counseling or education to individuals. Instead, they were primarily motivated by profit according to the IRS. To top things off, the IRS found most of the businesses had “unique” dealings with for profit companies that just happened to be owned by the same interested parties. Imagine that! Shocking, I tell you.

It must be admitted that these rotten apples only represent roughly forty to fifty percent of the credit counseling industry. The rest of the industry that has not been audited might be entirely legitimate. The IRS does not seem to think so. In fact, it has sent out audit notices to every single company that has not yet been audited. I suspect the blood bath is just going to get worse.

In truth, not all credit counseling agencies are dubiously claiming non-profit status. The IRS, in fact, has noted it approved a whopping three applications for non-profit status out of 100 since 2003! Unfortunately, the IRS hasn’t indicated the identity of the three.
